Johnson County sits in eastern Iowa and is home to Iowa City, the state’s fifth-largest city and seat of the University of Iowa. All trial-level judicial proceedings in the county are handled by the Johnson County District Court, which operates within the 6th Judicial District of Iowa. The Clerk of District Court serves as the official custodian of all court filings, maintaining records spanning criminal, civil, family, probate, and juvenile matters from the Johnson County Courthouse in Iowa City.
Iowa residents and members of the public can search for court records through several channels. The Iowa Judicial Branch provides a statewide online case search portal that covers docket entries from all district courts, including Johnson County. Beyond digital tools, records are available for in-person review at the Clerk of Court’s office during business hours, and written requests can be submitted by mail or email. Are Court Records Public in Johnson County?
Iowa law provides broad public access to government records, including court files. The Iowa Open Records Law (Iowa Code Chapter 22) guarantees every person the right to examine and copy public records held by state and local agencies. Court dockets, orders, judgments, pleadings, and most filed documents are available for public inspection at the Clerk of Court’s office or through the statewide online docket system.
Confidential and Exempt Records
Section 22.7 of the Iowa Code lists categories of records that are exempt from public disclosure. Within the court context, the most significant exemptions include:
- Juvenile court records, which are confidential under Iowa Code Chapter 232. Social records are strictly confidential, and official juvenile court records carry a rebuttable presumption of confidentiality in delinquency proceedings.
- Adoption records, which are sealed upon finalization and require a court order to access.
- Records sealed or expunged by court order, including certain criminal records after statutory waiting periods.
- Medical examiner reports contained within court filings.
- Attorney work product and documents covered by litigation privilege.
- Information that could compromise the safety or identity of minors, victims, or confidential informants.
- Preliminary notes, drafts, and internal memoranda prepared by court officials during deliberation.
When a record contains both public and exempt material, the custodian must make the non-exempt portions available while redacting the protected information. Anyone denied access to a record may challenge the decision by filing a complaint with the Iowa Public Information Board or petitioning the district court.
